If all the members of the "Assembly" are equal does it matter if a student or non-student is president. The way the constitution reads now there are 6-9 assembly members Only three are SGA recognized positions (and so would have to be filled by FSU students) It would seem like every one is fairly represented especially since the "citizenry" gets a vote too.

Not trying to take opportunities away from anyone. Naturally we're all equal, it just seems like we would be creating more paper work for no reason since the "president" isn't much more than in name and we only have the titles because it's required. All the "assembly" members should be sharing responsibilities anyway since most of them involve building a community environment

I agree with Shogun here. I wrote it with the intention being that all members of the Assembly share equal power in the club. The only reason that there are named positions at all, is because that that is the way the school requires it. In order for us to remain a school club we have to at least appear to structured that way. I wrote it in a way that it would hopefully please both the SGA/RSO as well as be loose enough to work for our diverse group. I think so long as we make it clear among members that president/vise pres/etc is in name only and no one person represents us, we should be ok. To have a chapter and club president could just confuse things and would not likely be passed for approval with the SGA.

The revised revised version of the constitution.


Organization & Administration
The Realm of Canaur, will be governed by a two body system. One body made up of elected members referred to as the Assembly. The second is referred to as the Citizenry. The Citizenry is made up any qualified member of the Realm of Canaur general population. It is the Assembly’s and the Citizenry’s responsibility to work together for the betterment of the Realm and its participants.
Citizenry and Membership: All players that uphold the rules for safety, fairness, and respect for their fellow player are free to participate in Canaur activities. Becoming of the Citizenry does not affect whether or not you can participate in said activities. Canaur events are open to all participants. What becoming of the Citizenry does provide are voting rights and an official venue to voice opinions about the proceedings of the Realm. The qualifications are basic, and upon achieving them, the Citizen will receive their own fabric Canaur belt flag.
General membership: General membership includes anyone who has filled out and turned in a waiver to the Realm secretary and has attended 2 or more practices.
-No player may participate in any physical aspect of the Realm without first properly filling out a Waiver , and having it submitted and improved by The Realm Scribe (Secretary)
-No hazing or discrimination will be used as a condition of member ship in this Realm.
-No player may be denied membership on the basis of race, creed, color, sex, sexual orientation, religion, national origin, age, disability, veterans’, marital, or any other protected status.
 
Citizenry Qualifications: In or to be considered a Citizen you must have completed the following
At least have made one blue sword that passes for safety.
At least 15 days of practice or a unanimous vote by the Assembly
At minimum, newbie level garb (the most basic level at which some one can pass at an event.)
Has demonstrated Familiarity with Dagorhir and Realm rules
Age limit 16
Upon completion, the member will be awarded the official title of Citizenry and their Belt flag publicly at a subsequent Canaur Event. Citizenry flags are a Gold Phoenix on Crimson or garnet back ground made of cloth.
In order to retain the rights and the privileges of a Citizen, the responsibilities of a Citizen must be up held.

The Responsibility of the Citizenry:
Providing a safe playing environment for themselves and those around them
Voting on issues and changes to the Realm
Voting on council positions
Submitting any concerns or proposals to be discussed at Assembly meetings
Revocation of Membership
General Membership may be revoked at any time if a member has repeatedly displayed misconduct or disrespect towards other members, or has intentionally and repeatedly violated the Realm constitution and guidelines, the Dagorhir handbook and MOA while participating in practices and events.
 A person is allowed three strikes for minor offences before they are put on probation.
   -A minor offense includes but is not limited to;
Disruptive and disrespectful actions towards other members or towards non members while representing the chapter in any capacity.

-Complaints about members can be brought up with the Assembly members in private. The Assembly will discuss it and determine any further disciplinary action; IE giving of strikes or probation.
-If it is an Assembly member that is allegedly violating committing an offense and it is not addressed by their fellow Assembly members, It is the job of the Citizenry to bring it up at the beginning of an Assembly meeting, at which time it must be discussed and at that meeting.

Assembly member that commits Minor offenses: Any Assembly member that commits two minor offenses will return to the Level of Citizenry and if need be, a replacement will be voted in for the remainder of their term.
Citizenry that commits Minor offenses: Any Citizen that commits three minor offenses will be return to general membership and are subject to Probationary status.
-Major Offenses: Any Action that intentionally and directly violates safety precautions, violates FSU conduct code, or can be conceived as being dangerous or illegal while participating in Dagorhir club events and activities will result in an automatic probationary status or permanent expulsion from the club. This includes both Assembly members as well as Citizenry.
Forgiveness policy: Each new season proper behavior, one strike or minor offenses will be removed

Probation
 Probation denies participation in any group activities for however long is determined by the Assembly.

 Appeals
- Appeals for bans must be made within two months of the ban decision. A council of three Assembly members and three Citizens, all chosen at random, will be collected to discuss the Banned members plea and a is to be verdict rendered by vote among the temporary council. Any resulting ban decision made after this point will be permanent.

Assembly Member and Officers
Senior members of the Citizenry are encouraged to attempt these positions
The Assembly is here to act as a leader, representative of, and example for Canaur at large. Because they are in a leadership position, qualifications needed before being voted are higher than that of being a of Citizenry. The goal is to make certain that those in Assembly positions are attempting to lead by example.
Regardless, all Assembly members are equal in their positions and responsibilities and should conduct themselves as such. All council members will receive a fabric pelt a Black Phoenix on a white background.
1. Eligibility
Assembly Qualifications:
Having already become of Citizenry
Attend Canaur Volunteer Events= 5
*Assembly can determine if any independent work done for the Realm can be counted towards the volunteer count
Are familiar with Safety tests
Is verse in Dagorhir and Realm rules
At least 30 days of practice

2. Responsibilities of the Assembly
The Responsibilities of ALL Assembly Members Includes but is not limited to:
-Management of club activities
-Organizing Practices (If the war Marshall is not present the president or any other capable Assembly member should take over practices)
-Presenting issues and changes for voting to the citizenry via chosen media
-Keeping track and providing awards and acknowledgements
-Mediating problems between and with members
-Using their experience to improve and enrich the Realm
-Meeting once a month
-Upkeep of the website, email, and any digital material that represent the Realm
-Be familiar and up to date with MOA Dagorhir Rules and Regulations
-Promoting the fighting and culture of Canaur
-Ensures that all Assembly members perform their duties as defined by the constitution
-Take over the tasks of a missing Assembly members

Realm President
-The job of the Realm president includes but is not limited to:
-Presiding over and organizing meetings
-Organizing Realm wide Events and Practices
-Being one of the two approval signatures needed for financial documents
-Perform bi quarterly audits of financial information

Realm Scribe (Secretary)
The job of the realm secretary include but is not limited to:
-Keep track of information during meetings and taking minutes
-Updating the website, contact information, and any pages belonging to the Realm of Canaur, with up to date information about, events, rule changes and anything effecting the community at large
-Collecting waivers and updating the waiver database
-The drafting and/or proofing of new realm documents and paper work
-Presenting digital submissions of suggestions from the citizenry (If the citizen is present they will present it themselves)
-Perform bi quarterly audits of financial information
-Keeping track of membership and units

Treasurer
The job of the Treasurer includes, but is not limited to:
-Keeps an accurate account of all funds received and expended
-Be one of the three signers of financial documents.
-Collects payments and fees and keeps track of delinquent payments
-Is responsible for creating a budget reports at the beginning and end of the quarter and at the request of the president
-Provides financial records sufficient enough to allow the Secretary to perform an audit.
-Collecting receipts and distributing reimbursements
Realm Bard and Historian (PR Person & representative)
The job of the Realm Bard includes, but is not limited to:
-In charge of organizing advertising campaigns for Realm Events and Canaur at large
-Distributing fliers
-Acting as a representative for the club and a main contact for Units and outside Realms
-Organizing promotional events and activities for the Realm (Conventions, Movie premiers, Local public event ETC)
-Attempts to assure that the majority of all major Canaur events are documented (Pictures)

War Marshall
The War Marshall job includes, but is not limited to:
-Acts as head herald
-Organizing and training heralds for events and practices
-Helping to keep practices running
-Keeping players and the field safe for play
-Keeping track of attendance
Blade Keeper (Equipment manager)
The job of the blade keeper includes, but is not limited to:
-Keeping an up to date inventory list of weapons and equipment
-Keeping an up to date list of the condition and location of equipment
-Organizing the up keep and proper stamping and marking of weapons

Master of Ceremonies
The job of the Master of Ceremonies includes but is not limited to:
-The organization and planning of events outside of practices and fighting that are intended to teach, bring together, or enrich the citizenry in some way (Weapons, Garb, and skill teaching sessions)
-Organizing Nightlife or non fighting activities at practices and Realm events
Term Length:
 The Term length for an Assembly member is one year starting from the Fall. The Voting for the new Assembly position holders will be performed 4 weeks before September 30. Assembly members will be given 3 weeks of transition time and any new positions must be handed off by September 30.

Assembly Vacancies
The Assembly should not have any less than four positions filled. In the event that it does happen, an election should be held in and attempt to fill the position. The tasks of the missing assembly members must be redistributed between the Assembly members.
Resignation: If an Assembly member no longer feels they are capability of fulfilling their duties, they must submit a notice of their resignation two months prior to give the opportunity to vote in a replacement.
If for whatever reason an assembly member can no longer hold the position or give warning for their departure and a replacement cannot be located, the jobs of that missing Assembly member must be redistributed between the active Assembly members.

Voting
Voting For Assembly Members
If there are less applicants than required seats, the voting will be done to determine if it is yes or no on the individual taking the seat. If there are more applicants than positions, voting will be done on a scale, and those with the most votes take positions.

Voting
Proposals and suggestions will be brought to the councils attention during meetings or at via detailed emails sent at least a week prior to meetings. The topic will be discussed during the meeting and the final version to be voted on via the forum. One vote per person.

Council meetings are open to all Citizenry.
With 70% majority vote, the council can overturn a citizen vote. It can later be resubmitted to be revote on by the citizens but it must pass with at least a 3/4ths of the votes.
Meetings
1. Assembly Meetings
Meetings are to be held at least once a month independent of practice times.
Meeting times must be announced at least a week pior and are to be held in a location open to all Citizenry.
At Meetings there should be a time allotted when a Citizen may present and issue to be discussed in the meeting.
Meetings are to also be used as time set aside for the Assembly to organize the events, tasks, and activities of the Realm of Canaur and to assign jobs amongst themselves or deligate assignments to any willing Citizenry.

2. Games & Practices
-With the exception of poor weather conditions or emergencies, there will be at least one Realm practice a week. Any more than that will be up to the availability of any Assembly Member in charge of that week’s practice, as well as the willingness of the club members.
    
Finances
1. Membership dues
There are no membership dues. Practices and meetings are free and open to all members.
Events: Anyone attending a special event outside of general practices are required to pay the event fee unless otherwise stipulated by the event rules or organizers.
  
  
2. Spending Money
There must be two signatures for any monetary transaction. Only the president, Treasurer
 If two of the required signers cannot be present during the event of the purchase, a list of preapproved items for purchased must be made and signed by two designated signatories in order for any purchases to be made. All receipts must be turned into the Treasurer.
  
4. Dissolution of organization
If the organization ever ceases to exist, any funds remaining shall be donated to a choice charity.
  
Amendments
Amendments to the constitution must be proposed in writing to the Assembly and approved by the club in a 2/3 majority vote.
  
Units
Units are organized groups within the Realm of Canaur. They have their own symbol, consistent themes of garb and/or weapons and fighting style, as well as a back story that connects them to the Larger Canaur Story and Continent. Units can work independently of the Realm at large, scheduling their own practices and events, and instituting their own by laws and guide lines so long as they do not violate the Realm Constitution.
In order for a group to become officially a unit of Canaur, the unit must meet the following qualifications:
-At least five qualified members of the Citizenry
-A brief description of the group and their place in the world of Canaur that can be added to the Realm archives and website
-A Unit symbol or heraldry
-Active for at least 6 months
-A designated Unit leader
Any Canaur groups formed in association with outside organizations, high school, college, or other, will be treated as Units with their leader ship acting as representative.

"Open to all" suggests that we'd let just anyone on the field. Of course, no one wants to be garb-police, but well... you understand, yes? emoticon

Canaur Constitution

0. Canaur as a Chapter
0.1 Canaur will make any and all efforts to fulfill its obligation as a national chapter by promoting the sport and culture of Dagorhir and attempting to grow the game.
0.2 Canaur will camp together at events with Unit sections divided fairly
0.3 Canaur will send a representative to assist in all events it attends in accordance with 0.1
0.4 The overall goal of Canaur is to provide a fun and safe environment for all participants.

1. Membership
1.1 Canaur is open to all willing participants. We wish to keep the realm as open and as welcoming as possible. To be apart of Canaur all one need do is claim Canaur as their Realm. If you find that Canaur is not a good fit for you, a player may leave the realm at any time.
           1.1.A. All players must sign a waiver before being allowed to participate.
1.2 All members are considered a “Recruit” Until Canaur Citizenship is earned.
1.2.A In order to be considered a Citizen you must have completed the following:

ADD REVOCATION OF MEMBERSHIP PROCESS AND APPEALS PROCESS
2. Voting
2.1 Voting within the Assembly will be done to determine distribution of realm funds, Event organization and activities and constitution alterations and amendments.
           2.1a To make alterations (Amendments) to the Realm constitution there must be a unanimous vote minus 1 of present Council members and Unit representatives.
           2.1b Simple majority vote for all other matters
           2.1c Any even split vote will be decided by the President
2.2 Citizenry may vote on Assembly members running for positions
3. Events
3.1 Canaur will make the goal to hosts events regularly and encourage attendance at national events
3.2 Canaur will host at least 2 events a year and make the goal to attend at minimum 2 national events a year. Canaur will host at least 1 Activity meeting every two months to help recruits and citizens become established and productive participants of Canaur. Activities include but are not limited to: Weapons and garb making sessions, fighting and crafting seminars, etc.
3.3 Canaur will attempt to promote attendance at major state and national events and attempt to avoid scheduling overlap.
3.4 schedules for events will be determined in July and announced in the first two weeks of September. Any events that are scheduled to take place between the time of July and September should have been set from the previous year.
3.5 Units will be responsible for hosting or co-hosting at least 1 local event or day battle a year. Units have full responsibility and decision making power involving the event with in the bounds of Canaur and Dagorhir regulations.
3.6 units will keep a record (or at least the receipts) for any purchases for official Canaur events and activities to the Realm Treasurer for approval and reimbursement
3.7 Day events and activities will not exceed 5 dollars with out a compelling reason approved by the Realm treasurer or president
3.6 Units are responsible for contributing 10% of profit earned to Canaur from any official event hosted by said Unit that charges a fee.

 
4. Assembly (Executive board)

4.1 Responsibilities of the Assembly
The Responsibilities of ALL Assembly Members Includes but is not limited to:
Management of club activities
Organizing Practices
Presenting issues and changes for voting
Keeping track of attendance and membership
Keeping track and providing awards and acknowledgements
Mediating problems between and with members
Using their experience to improve and enrich the Realm

4.2 In order to run for an Assembly position one must qualify using the following standards: Council Qualifications:

4.3 Positions and Responsibilities
Assembly member that must be voted in are President, vice president, Treasurer and Secretary, Coordinators
The responsibilities specific to those taking on the named Assembly positions of President, Treasurer and Secretary, Coordinators, Unit Leaders includes, but is not limited to:
   President:

-Organize monthly up keep and Realm functionary meetings

-to proactively attempt to improve and progress the growth of the organization

-to approve major story line additions and changes to realm story continuity
Vice President:
One of the three signers of paper work or financial documents involving the school
Takes on the duties of the president when he/she can not.
Assists the president in the completion of all his/her duties
Assigns Coordinators for practices and distant Canaur Realm and unit parts
To write, or assign writers to, write the realm main story expansions for events
Treasurer:
-One of the three signers of paper work or financial documents banks accounts on or offline
-Keeps an accurate account of all funds received and expended
-Be one of the three signers of financial documents.
-Collects payments and fees and keeps track of delinquent payments?
-Is responsible for creating a budget reports at the beginning and end of a season and at the request of the president, and vice president.
-Provides financial records sufficient enough to allow the vice president to perform an audit.
- In charge of receiving from or approving expenditure for: Events, Activities, promotional, and fundraisers
- Organizing, updating and shipping for the Canaur store
- Advising the President on approvals for money use
-put forth proposals from Assembly members and Unit reps for Realm funds use

Secretary:.
-Taking minutes at meetings
-Notifies members of changes to activities and practices via email, phone, and forum at least 48 hours in advanced
-Maintains accurate list of all members and meeting attendance
-Writing up, proofreading, and preparing new constitution and story changes for posting after voting approval
-updating realm WebPages, documents, and event pages in a timely manor.
-Keeps members up to date on Realm Activities
Coordinator and PR:
-Reserves space for Realm events
-Keeps track of and keeps up keep of realm gear and equipment
-helping lead and organize realm wide practices
-Acting as a liaisons between other realms and organizations for events, activities, and promotional events
-In charge of being proactive about organizing events and practices, and advertising that will positively spread the name of the realm, raise membership, and spread the word on Realm and National events.
-Update flier designs and info when necessary.

Unit Leaders:
To represent their section of the realm in Meetings
To keep track of Unit member ship and status
To Organize Unit practices
Doing what is required to maintain Unit status
Submitting unit paper work, story line, and dues to the realm in a timely manor
To mediate problems between unit Members

4.4 Voting for positions will take place in the first two weeks of June. All former Assembly members must hand over any information involving the club by the end of said month.

5. Unit Reps
           5.1 Realm wide meetings maybe attended by two Unit representatives.
           5.2 1 vote per realm
           5.3 Task of Unit Rep
           5.3a Insure events are well run and successful
           5.3b Promote growth of Canaur and Dagorhir as a whole. And assist in New units (official or not) in growth and recruitment
           5.3c Decide how to Use Canaur funds during meetings for gear, promotionals, and event hosting
           5.3d Help vote on the final verdict in disciplinary situations

6. Becoming a Unit
6.1 In order to qualify as a unit a group must have:
6.1a Unit name, Sigil, and creative description and story of the Unit that gives it place in the Realm’s story and culture
6.1b A website that links to and promotes the Realm of Canaur and Dagorhir
6.1c At least 7 active members
6.1d Having own community armory separate from that of the Realm armory
